Chair Spiegle opened the meeting and introduced MC 8-25 as a bill sponsored by Delegate Moon, noting a draft amendment had been circulated that would reduce the bill’s scope.
Delegate Moon summarized the proposed change, saying the amendment would give the county more time and a more reasonable standard for relocating bus stops or taking other actions where enforcement activity had been high. "The bill essentially is giving the county more time to make these changes and giving them a more reasonable number of bus stops to have to move," the delegate said.
Chair Spiegle asked how the bill intends to measure the statutory threshold that triggers the bill’s provisions — a provision that applies in 2028 to bus-stop locations with at least 400 citations — and whether the 400-citation figure should be counted over the previous fiscal year, calendar year or school year. A staff member told the committee the amendment being finalized adds "per fiscal year" to clarify the measurement period.
Spiegle said the committee could not vote on the amendment until a formal, finalized draft came from the bill-drafting office but expressed hope the document would arrive this week so the committee could consider a vote at its next meeting on Monday.
The committee had no further questions on MC 8-25 and moved on to the next agenda item.
