Police report overdoses and Narcan training; fire department reports building near completion and new medic unit donation

Police Chief Charles Bockey Jr. reported at the Dec. 5 meeting that the department had a busy month with criminal investigations and a number of overdoses. He said the Winchester City Sheriff's Office will train the department on Narcan use. The written police memo included in the meeting packet reported 432 calls for service in December, mutual‑aid assists with neighboring agencies, 16 citations for the month and two arrests with an itemized breakdown of alleged offenses.
Fire Chief John W. Jones told council the Stephens City Fire and Rescue Company responded to 21 calls within Town in November and additional calls in Frederick County; he said the new fire building is close to completion. Chief Jones also reported that the free‑will offering breakfast with Santa went well and that Santa will make rounds through town on a fire truck. The company has named its Challenge Coin Life Safety Award after Councilman Joseph Hollis and donated a new medic unit in memory of Kevin Bowers.
A company letter in the packet requested council concurrence for elected company officers and asked that officers be affirmed under the oath of office at the company banquet on Jan. 20, 2018. Council did not take a recorded formal vote on that concurrence during the meeting.
