Mahwah approves road program change order, authorizes bids for Karen Drive and 2026 road and sidewalk program

The Township Council voted Feb. 5 to approve Change Order No. 1 to the 2025 Road Improvement Program and to move forward with public bids for two upcoming road projects.
Township Engineer Mike Kelly recommended Change Order No. 1 to LaForza Construction for a final increase of $53,990.39 to the 2025 Road Improvement Program, citing field changes and as‑built quantities. The Council approved the change order as part of the meeting’s resolutions.
Mr. Kelly also presented resolutions authorizing the Township to publicly bid Improvements to Karen Drive and Lynn Terrace (Bid No. MTB‑26‑01; MA‑3121) and the 2026 Road, Curb and Sidewalk Improvement Program (Bid No. MTB‑26‑02; MA‑3120). He said the bid documents and specifications have been prepared and that the engineer recommends public solicitation.
The engineer reviewed several other projects in his written status report: the MA‑2132 sanitary sewer pumping station work has been bid twice without responses and the Township will seek quotes through a sewer commission co‑op; the Ridge Road street‑lighting work will proceed when weather permits; the Fardale Avenue culvert replacement is expected to be bid in February; two grants have been secured for Corporate Drive improvements with anticipated completion by August 2026; the Hillside/King/Siding drainage project was awarded to H2M; and preliminary plans and assessments for Miller Road and others are expected by Feb. 16.
On Morris Avenue (MA‑3087), Mr. Kelly said homeowner survey responses showed limited interest in connecting to public water and sewer; as a result the road will be included in the 2026 paving program rather than extended with utilities. He said draft plans were pending for the Lawrence Road water‑main replacement project and that a Franklin Turnpike headwall evaluation was expected by Feb. 16.
The Council also discussed permitting and funding constraints for some projects: Mr. Kelly said NJDEP permits will be required for a project tied to NJDOT plans that appear about 90% complete, and he expressed concern that NJ Transit funding has not been allocated for related work.
The Council directed staff to proceed with bid advertisements and to return with any substantive procurement responses or substantive cost changes for Council consideration.
