Stephens City council extends cafeteria lease to 84 Athletes for one year

The Stephens City Town Council on Nov. 7, 2017 voted to extend a one-year lease for the town-owned cafeteria building to Brad Judd of 84 Athletes under the same terms as the prior agreement and with monthly property inspections.
Councilwoman Regina Swygert-Smith moved to grant the extension, saying the lease would be revoked if the lessee failed to abide by its terms. The motion carried with Aye votes from Councilmembers Linden A. Fravel Jr., Joseph Hollis, Jason Nauman, Regina Swygert-Smith and Kelly Thatcher; Vice Mayor Ronald Bowers was absent.
The lease vote was the meeting’s main formal action. The council’s public-works committee reported that Judd requested another year on the cafeteria lease and the committee recommended approval subject to monthly inspections. No second was recorded in the minutes and no amendment to the terms was recorded; the minutes state the lease remains revocable if conditions are not met.
In reports to the council, Treasurer Steve Rickards said the town posted positive results for the first budget quarter and that tax bill payments are being received. Police Chief Charles Bockey Jr. told the council that the department staffed Trick-or-Treating with all four officers, distributed candy and glow sticks, and that "everything went well and there were no incidents." Chief Bockey also said Officer Bill Copp will receive an award from Shenandoah County.
Fire Chief John Jones reported the department responded to 25 calls within Stephens City and 187 calls within Frederick County during October, for a total of 212 calls that month. Chief Jones said the new fire building’s concrete slab has been poured and interior walls are pending, and that a new medic unit will be available for viewing at the next council meeting. The minutes also note that challenge coins have arrived for the department.
Town Manager Michael Majher gave routine operational updates: tax bills have been mailed, public works is grinding stumps, leaf pickup will occur every Monday in November, the town will be closed for Veterans Day, sewer-system smoke testing will continue, and a tree-lighting ceremony is scheduled for Dec. 4, 2017, hosted by The Camp of Faith Church.
At about 7:30 p.m. the council voted to enter closed session for consultation with legal counsel and for personnel discussion under the Code of Virginia. The motions cite Section 2.2-3711.A.7 (legal counsel) and Section 2.2-3711.A.1 (personnel). The minutes record that no action was taken as a result of the closed session, and the council later adopted a certification resolution under Section 2.2-3712.D affirming that the closed meeting addressed only the matters stated in the motions.
