The Grosse Pointe Park City Council on July 13 voted to award the city’s recycling, rubbish and yard‑waste collection contract to Expressway Services following a staff‑led procurement and interviews.
City staff said the initial RFP produced one bid and, after an addendum and interviews, two proposals were evaluated. An ad hoc committee that included city staff and council members conducted interviews with both Priority Waste (the incumbent) and Expressway Services. The committee recommended Expressway on grounds that included references and management staffing plans; staff highlighted Expressway’s proposed on‑site supervisor, integration with city software, an unlimited bulk collection option and a backdoor service for qualifying disabled residents.
Expressway’s proposal carried a higher monthly rate than the incumbent (City staff cited current $14.67 per month vs. $17.60 under Expressway), but staff said market rates are higher and the recommended vendor offered service and staffing benefits. Council members emphasized the need for contractual service guarantees and nonperformance penalties; staff confirmed such penalties were discussed and could be built into the contract.
Council approved the award by roll call and thanked both bidders for participating in the process.
