Separately, council voted to award a stand‑alone lead‑service contract to Vidagari (listed in the packet) in an amount not to exceed $574,945. Staff noted the award followed a multiple‑bid process and that Vidagari had prior experience working in the city; staff said efficiencies of a single contractor and the larger scope enabled by the state award were key factors.
