Blakely council authorizes county grant applications, accepts CDBG allotment and sets 2025 pension obligations

Blakely Borough Council on Aug. 19 authorized staff to apply for two Lackawanna County Re-Invest grants and accepted several routine finance items, including a $100,159 Community Development Block Grant allotment and pension obligation figures for 2025.
Atty. Abrahamsen read Resolution 20 of 2024 authorizing Borough Secretary Christopher R. Paone to apply for a Lackawanna County Re-Invest Grant for the Blakely Police Department; the motion was made by Council member Edward J. Alco Jr. and seconded by Council member Jeffrey Cruciani and carried with all ayes. The council then read Resolution 21 of 2024 authorizing Mr. Paone to apply for a Lackawanna County Re-Invest Grant for the Blakely Borough Electric Department; that motion was made by Council member Kyle Burak, seconded by Council member Joseph Munley and also carried with all ayes.
Mr. Paone told the council the borough's 2024 CDBG allotment from Lackawanna County is $100,159. The secretary also read the Minimum Municipal Obligation calculations prepared by N.A. Falcone & Associates: $38,914 for the non-uniform pension plan and $213,178 for the police pension plan for 2025. The figures were presented as correspondence to inform the council's budgeting process; no policy changes were adopted at the meeting.
Council accepted bills presented by the finance committee: general payables of $190,971.50 and electric payables of $31,714.41. The treasurer's report and the Mine Cave Commission report (which stated all mine openings and voids were secure as of Aug. 19, 2024) were read and accepted by unanimous vote.
The resolutions authorize Borough Secretary Paone to submit grant applications; council did not vote on specific award amounts because application and award decisions will be made through the county grant process. No public comment addressed the grants during the meeting.
