Afton council advances budget and code changes; proposes property-owner responsibility for sewer service lines
Summary
The council passed first reading of the FY2021–22 appropriation ordinance and first reading of an amendment (Ordinance 667) making property owners responsible for sewer service-line repair and restoration; it also passed second readings repealing a local truancy ordinance and lowering the curfew age to under 18.
At the April 13 meeting Mayor Jason C. Inskeep presented several ordinances and the council took the following actions.
Ordinance 666 (annual appropriation for fiscal year July 1, 2021–June 30, 2022) passed first reading after Town Administrator Violet Sanderson noted approximately $90,000 in unallocated funds. The council asked staff to research necessary equipment and an equipment rotation schedule before allocating those funds.
Assistant Town Attorney Brandon Taylor presented Ordinance 667 (amending Section 8‑2‑21 and repealing Ordinance 614) regarding responsibility for sewer service lines. Under the proposed language property owners would be responsible for repair, replacement, and maintenance of the sewer service line from the property owner’s point of service to the town main and for restoring improvements disturbed by work; the town would be responsible for restoration of roads and sidewalks when work occurs under town supervision. Exceptions would be granted by the town council upon advice of the Afton Utility Board. Council passed Ordinance 667 on first reading.
The council also passed Ordinance 664 (repealing a local truancy ordinance so state statute governs truancy matters) and Ordinance 665 (amending local curfew provisions to change the age threshold from 21 to under 18) on second reading; both motions carried unanimously.
The council discussed other administrative matters including a Forest Service permit pending for the Star on the Hill project, an easement and maintenance question for Center Street near Broulim's, OSHA compliance items identified during a recent inspection, and the Information Center building safety and flooring requested for an event. The council set a workshop for April 21 to review proposed changes to Title 17 (Land Development Code).
