Afton council approves rezones, subdivisions and advances budget on first reading

The Afton Town Council on April 8 unanimously approved a package of land-use actions, advanced the fiscal year 2025-26 budget on first reading and cleared routine permits and a proclamation.
Mayor Jeff Jensen opened the meeting and, after routine approvals, the council approved a rezone and simple subdivision application for Kimball Gardner to divide a parcel north of Burton Lane adjacent to Highway 89; Planning & Zoning recommended approval and there were no public comments. Council Member Will Wilkes moved to approve both the subdivision and the rezone; the motions carried unanimously.
The council also approved a boundary adjustment for the Landings at Honeybee Meadows and an advanced plat for the Tarazon Addition, both recommended by the Planning & Zoning Board. Marlowe Scherbel presented the subdivision applications; Council Member Scott Griffith moved to approve the Honeybee Meadows adjustment, and Council Member Dirk Hillyard moved to approve the Tarazon Addition; both motions were seconded and passed unanimously.
On ordinances, the council adopted Ordinance 693 on its third and final reading to rezone specified parcels to General Commercial and R-3 mixed residential zoning. Mayor Jensen presented Ordinance 695 for a first reading involving rezoning described in legal descriptions; Council Member Michael Butler moved to pass it on first reading and the motion carried unanimously. The council advanced Ordinance 694 on second reading concerning voluntary annexation into the town. In separate action Mayor Jensen presented Ordinance 696, the annual budget and appropriation for the fiscal year beginning July 1, 2025; Council Member Will Wilkes moved to approve the budget on first reading, and the motion carried.
The meeting also handled routine business: two malt-beverage permits were approved (Star Valley Sno-Skippers for April 11 and Salt River Arts Society for May 3), and the council accepted a proclamation recognizing April as National Child Abuse Prevention Month.
All motions noted in the minutes passed by unanimous vote. The council discussed procedural details for an upcoming Notice of Hearing on appeals of Planning & Zoning and administrative decisions; no final action on that item was recorded. The meeting adjourned at 9:43 p.m.
