New North Little Rock police chief introduced to council

Mayor Mary Hartwick introduced Hayward Finks Jr. to the City Council on June 8 as North Little Rock's new police chief and announced a public swearing-in set for July 23.
"This is our new police chief, everybody," Mayor Mary Hartwick said as she invited Hayward Finks Jr. to speak to the council. Finks told the council he was "so glad to be here" and described himself as having "a quiet calm demeanor" while saying he was "bubbling over inside" at the opportunity to work with the department and the community.
Mayor Hartwick noted a public swearing-in at the Event Center on July 23 and said the city would welcome residents to the event. Council members, staff and attendees offered brief remarks of appreciation; no formal action beyond the introductory presentation was required.
The introduction was brief and ceremonial; any personnel, budgetary or policy changes associated with the new chief were not discussed at length during the meeting.
