Union City council removes lien, awards canoe‑launch contract and approves Renaissance grants

The Union City Borough Council on Aug. 27 approved a set of routine motions including removal of a lien, selection of a contractor for a canoe and kayak launch, and award of Renaissance Grant funding.
Borough Manager Cindy Wells told the council the borough holds a lien of approximately $2,690 on a Landbank‑owned property at 121 East High Street; the Landbank requested the lien be removed. Councilor Kerns moved and Councilor Steadman seconded a motion to remove and satisfy the lien for the full amount, and the minutes record the motion carried unanimously.
Wells presented quotes for a canoe/kayak launch at the American Legion ball field. Because the project cost was under the borough’s sealed‑bid threshold ($23,200), the borough reviewed competitive quotes and an engineer from The EADS Group recommended moving forward. The council approved accepting Construction Services of PA’s quote for $16,679, contingent on receiving an easement from the American Legion.
On grant awards, Wells said seven Renaissance Grant applications were recommended for approval. The applications totaled $60,606 in project work and requested $23,600 in borough grant support; the borough reported $90,547.35 available in the Renaissance Grant fund. Councilor Steadman moved and Councilor Osborn seconded approval of the recommendations; the minutes record the motion carried unanimously.
The council also passed a resolution accepting the Erie Area Council of Governments (EACOG) audit report, as requested by COG members.
Votes at a glance: the minutes record each listed motion as "carried unanimously." For transparency, the transcript records Councilors Joyce, Osborn, Steadman and Kerns as present and Cross, Winkler and Uber as absent; however, the minutes also record several motions as "seconded by Councilor Winkler" despite the earlier absence listing. That inconsistency appears in the official minutes and is noted here rather than reconciled.
The council announced upcoming items and events—including a public hearing on a zoning amendment and a recommendation that the borough submit a letter of support for a PennDOT Charging & Fueling Infrastructure Discretionary Grant application along US Route 6. The next regular council meeting was announced for Sept. 16, 2024, with a separate public hearing to be advertised as required.
