An email from Derick Fillipo, DSD’s EVP for construction, estimated the project could require roughly 31 more weeks to reach commercial operation, placing commercial operation in approximately the first quarter of 2027.
MSOC members noted that the project's lease requires commercial operation no later than August 20, 2025, and described the project as “way behind schedule” in committee discussion. The committee voted 4-0 to create a subcommittee (George Aronson and Arnold Wallenstein) to draft a letter asking DSD to commence lease payments of $522,500 per year as of the commercial operation date to compensate the Town for lost expected revenues; Town Administrator Fred Turkington sent the letter to DSD on June 19, 2026.
The committee’s action does not itself change the lease terms; it requests that DSD begin making the contractually specified payments or otherwise reach a mutually agreeable resolution to avoid a potential lease default. The committee flagged a lack of recent information from DSD and urged clearer timelines and documentation of work completed toward PTO.
The Mountain Street landfill project will not be operational until Eversource issues PTO and the outstanding electrical work and equipment installation are completed. The committee did not record a developer response in the minutes; the status of any DSD reply was not specified in the meeting record.
Next procedural steps noted by the minutes include ongoing monitoring by the MSOC subcommittee and follow-up at the committee’s next meeting on July 13, 2026.
