Union City awards trail contract, approves sinkhole repair and seeks broadband-ready designation

Union City Borough Council voted July 23 to award a low bid of $84,774 to Vavala Concrete for the Devereaux Park/French Creek Trail project and to accept a $5,000 quote from Mansfield to repair and reconnect storm sewer pipe at a sinkhole in Municipal Lot #1. Both motions were moved and seconded by members of Council and carried unanimously.
The trail award, approved after bids were opened, will proceed under the terms of the Vavala Concrete low bid. Council recorded the motion as moved by Councilor Osborn and seconded by Councilor Steadman. Council also approved the sinkhole repair motion, moved by Councilor Kerns and seconded by Councilor Steadman; the minutes state the Borough will supply pipe and fittings at an estimated cost of $5,000 in addition to Mansfield's quote and the motion carried unanimously.
Council approved an update to the Borough’s Right-to-Know Rules and Regulations clarifying the handling of anonymous requests, following a recommendation from Solicitor Wachter. Councilor Osborn moved the update and Councilor Steadman seconded; the motion carried unanimously.
Council also adopted a resolution authorizing application to the Pennsylvania Broadband Development Authority (PBDA) for Broadband Ready Community designation and appointing the Erie Area Council of Governments to serve as the municipal broadband champion for Union City Borough. The motion was moved by Councilor Kerns and seconded by Councilor Winkler and carried unanimously.
Council discussed recently proposed amendments to the parking ordinance and amendments to the zoning ordinance, agreed to the changes, and directed staff to send the zoning amendments to Erie County Planning and Union Area Planning for comment before advertising the changes.
