The Public Works / Streets / Recycling Committee decided Jan. 6 not to pursue abandoning Justin Hill Street after reviewing a legal description of the road right-of-way and the original contract entered by the city.
The committee, which met at 4 p.m., recorded that determination following public comment in which residents raised objections to abandoning the street and asked questions about alternate-side parking during snow events and water runoff near an area identified as Cat Tails. Committee members said the original city contract governs the right-of-way, and that legal review supported keeping the road in the city’s control.
The decision followed discussion among committee members and staff and was entered into the minutes as the committee’s determination. The meeting minutes show the committee obtained a legal description of the right-of-way and cited the original contract as the controlling document; no formal motion to abandon was advanced. The committee also directed staff to develop a list of houses with springs and an implementation plan to prevent spring water from being pumped into the city sewer system.
The meeting closed at 5:15 p.m.; the committee noted several future items including large recycling pickup scheduling, finalizing an emergency operations plan for county forwarding, locating and repairing curb stops on Justin Hill Street, and considering placement of a snow weir to avoid damage to new park blacktop.
