Clifton council approves minutes, expenses and community program; names Title VI coordinator

The Clifton Town Council on July 5 approved routine minutes and payments, appointed a Title VI Coordinator to meet a federal compliance deadline and authorized the Clifton Lions Club to host a DEA prescription drug take-back drop-off in October.
Mayor Bill Hollaway moved to approve the June 7, 2022 minutes as drafted by the town clerk; Councilmember Steve Effros seconded and the motion passed by a 6-0 poll. On the Treasurer’s report, the Council approved payment of an invoice for Maureen Gilmore for legal services rendered in June in the amount of $1,025 after a motion by Mayor Hollaway that Councilmember Effros seconded; the item passed by roll-call with all six members voting aye.
Councilmember Darrell Poe moved to appoint Councilmember Lynn Screen as Clifton’s Title VI Coordinator to ensure the town meets Title VI audit requirements by Oct. 1, 2022; Councilmember Effros seconded and the motion passed 6-0. The Streetscape Committee had reported earlier that appointing a Title VI Coordinator and meeting Title VI requirements are prerequisites to remain eligible for federal funding.
The council also approved a Clifton Lions Club proposal to serve as the Town’s DEA prescription drug take-back drop-off point in October, with the Council or Mayor coordinating logistics; Mayor Hollaway moved for approval, Darrell Poe seconded and the motion carried 6-0.
Other routine business included review of the VRSA insurance renewal, which the council was told had been paid and was within the budgeted amount. Councilmember Steve Effros moved to adjourn at 9:05 p.m.; Councilmember Darrell Poe seconded and the motion passed by poll, 6-0.

Next steps Councilmembers directed staff to circulate the revised parks agreement before the next meeting and to bring more information about ADA parking locations, trail restoration plans and a NOVEC representative’s attendance to future meetings.
