Williamson County budget committee approves packages of appropriations, bond authorization and school capital requests

The Williamson County Budget Committee on July 6 approved a broad slate of budget amendments, appropriations and authorizations covering courthouse financing, school capital projects, equipment purchases and grant-funded programs.

The committee voted to authorize up to $17,850,000 in general obligation bonds to support county needs that the chair described as related to the courthouse property recommendation; the courthouse task force had previously recommended the Veil property by a 14–2 margin. The authorization passed by voice vote without opposition.

Miss Riley, a county staff member who walked the committee through the capital project packet, told members the dollar amounts in Resolution 7-26-3 were correct but the narrative had been transposed from last year. She said the change was a verbiage correction and presented an amendment to fix the language; the committee approved the amendment and then the amended resolution.

The committee also approved a series of departmental appropriations and grant acceptances, including: a $3,624,800 amendment from solid waste sanitation fund balance for collection and leachate equipment; $2,655,000 for corridor studies and equipment; appropriations using education privilege taxes and education impact fees to support debt service; juvenile services and mental health court carryovers from state grants; and several smaller appropriations for circuit court clerk, county clerk and recording-fee-funded items. A donation-supported $8,000 appropriation for a backpack giveaway and a $1,300 state grant for animal sterilization were also approved.

School officials presented multiple capital requests under separate resolutions. A district presenter identified annual maintenance and safety projects in a package that the committee was asked to fund across school systems; the requests included $13.7 million, $15.9 million for security and technology projects (year three of access control upgrades) and $5.5 million for asphalt and roof needs across schools. The committee approved these requests by voice votes.

On property, the committee recommended that the county mayor be authorized to acquire 926 Columbia Avenue in Franklin (the "Hill property") pursuant to the courthouse task force recommendation; that authorization also passed by voice vote.

Several items prompted short policy and implementation exchanges. Committee members discussed a proposed Triune fire station design and a $500,000 design allocation; staff explained the $500,000 would fund design only and that construction funding would come back to the board later. The staff member said the county had received verbal assurances from a sewer developer that the station could fit into planned sewer infrastructure but that written sewer commitment had not yet been provided.

Most motions were approved by voice vote and recorded as unanimous in committee. The chair closed the meeting after members agreed to allow a late-file resolution that would enable a previously approved library position to begin in mid-July rather than Jan. 1 to absorb accrued funds.

What happens next County staff will prepare corrected budget documentation for the packet where narrative was transposed and will return for construction or other funding requests when required (for example, the Triune station would require a future construction appropriation and written sewer commitments). The committee permitted a late-file resolution for the library position to proceed for July hiring if presented.
