Pike County Fiscal Court approves $362,000 MOA for road projects, multiple appointments and purchases

The Pike County Fiscal Court approved a series of motions and contracts at its July meeting, including an agreement to seek up to $362,000 in Transportation Cabinet funding for two local road projects and several local procurement and personnel actions.

By unanimous roll call, the court adopted a resolution authorizing a memorandum of agreement with the Kentucky Transportation Cabinet for up to $362,000 to fund the Jones Fork and Big Card Road projects. Judge Jones moved the resolution and it passed with Commissioners Scott, Adkins, Lewis and Judge Jones voting yes.

The court also appointed Chester “Chet” Hogston and Lyndon Johnson to the Mountain Water District Board of Commissioners after Judge Jones introduced both nominees and described their backgrounds (Chet retired from AT&T and has community involvement; Lyndon has roughly 40 years of environmental-compliance experience). The appointments were approved by unanimous roll call.

Procurement approvals included:

- Awarding vinyl flooring for the sheriff’s office to May’s Carpet at $7,164.98, after Greg presented competing quotes (Williamson Flooring quoted $7,400). The court voted to authorize payment.

- Approving Prater Construction’s $38,500 quote to re-erect a 60-by-80-foot metal building at the Robinson/Robeson Creek road lot (the county acquired the structure through a flood-mitigation project). Wright Concrete had submitted a higher $92,880 quote for a broader scope; the court approved Prater’s bid.

- Authorizing purchase of four Vermack trailer-mounted digital message signs under Sourcewell contract for a total of $71,764.80 (unit price $17,941.20 including freight). Commissioners discussed emergency-management use and local notification practices before approving the purchase.

Treasurer Frankie presented June 2026 interfund transfers and other items for authorization: $200,000 from the general fund to the jail fund; $100,000 from the road fund to the maintenance garage fund; $100,000 from the solid-waste fund to the maintenance garage fund; a $1,300,000 transfer from the general fund to the jail fund (appropriation transfer); authorization of a $75,584.13 payment to GEO Semtech consultants for phase-6 landfill engineering; and an annual payroll payment of $600 to Pike County Circuit Court Clerk Anna Pinson Spears for law-librarian duties. The court voted to authorize the transfers and to renew standing orders that allow routine administrative payments (e.g., postage, ACH payments, limited pass-through checks) as described by the Treasurer.

Personnel actions approved after executive session included promotions, hires, resignations and retirements: moving Kevin Allen from seasonal to Public Works Carpenter Helper (3H rate); acknowledging retirements/resignations (James B. Dotson; Sean West; Isaiah Adkins; Frankie Stacy; Jeff Stanley); hiring Ashton Kane Hamilton as a seasonal laborer; promoting Kevin Miracle to Deputy Director of Solid Waste (4A rate); hiring Chad Bowling as deputy county treasurer effective July 13, 2026, with an effective date of August 1, 2026 for county treasurer; and affirming a determination regarding Bridal Adkins dated June 22, 2026. These personnel items were approved by roll call.

The court also voted to acknowledge receipt of the Pike County Public Library District budget overview for fiscal year 27 and to approve completed and scheduled work orders. All recorded votes on motions at this meeting were passed by unanimous roll call.

The court entered executive session citing KRS 61.81 paragraph C (pending litigation) and paragraph S (personnel). Members returned to open session and approved the personnel package described above. No litigation outcomes were announced in open session.
