Officials say Windgrove infrastructure work has exceeded $4 million; stormwater redesign ongoing

Public‑works staff updated the Metropolitan Board of Fair Commissioners on July 14 about ongoing work at Windgrove, reporting costs, sequencing and a stormwater realignment tied to an unrecorded buried duct bank.

John Chaney said contractors are installing 12‑inch and 8‑inch water mains and that stormwater work will continue once the force main work is complete. He said a buried duct bank under Nolensville Road was discovered in conflict with storm drain plans, prompting a redesign and realignment of that stormwater section. "That was unaccounted for," he said of the conflict; staff expect the redesign to improve the schedule for work in the Nolensville Road right‑of‑way.

Ed Henley said Windgrove construction expenditures have crossed the $4,000,000 mark and that reported figures are typically 45–60 days in arrears. He also said some spreadsheet formulas did not migrate to a revised ADA‑compliant dashboard and that a corrected dashboard will be circulated to the board.

Chaney said Lot 2 is awaiting a final pay application and closeout documents before it will be considered complete, and that crews are sequencing water‑main and stormwater work to avoid leaving the fairgrounds with unfinished items during the fair. He said wayfinding signage installations are nearly complete and traffic control measures including temporary bus stops will remain in place during construction.

Commissioners asked about Lower Coliseum Way timing; staff estimated the notice to proceed could be about 24 months out and discussed coordinating updates so board members have full project briefings as work moves forward.

Staff said they will provide an updated dashboard at the next meeting that corrects formatting and formula issues and reflects recent expenditures.
