City manager highlights 18,000‑person drone show, $125M in infrastructure work and data‑center public process

City Manager Jeff Jurgens used his report to brief the council on recent events, infrastructure projects and next steps on data-center planning.
Jurgens said the city and partners estimated roughly 18,000 attendees at the drone show and about 11,000 at the Miller Park fireworks display. He credited staff and sponsors for the turnout and thanked multiple jurisdictions and partners for collaboration.
On infrastructure, Jurgens said the Pack Silo at Lake Bloomington is now standing and is expected to be operational in mid-August; he reported more than $125 million in road, bridge, sidewalk and utility projects are underway in the city. Public-works staff have used more than 350 tons of asphalt so far and are continuing phased street and sidewalk work.
Jurgens also outlined a public process for potential data-center regulation: a Planning Commission panel and community discussion likely Aug. 26 at the Bloomington Center for the Performing Arts, draft regulations to follow and public hearings tentatively scheduled Oct. 1 and Nov. 5. He said staff is researching legal authority, including whether the city can prohibit data centers entirely, and will present findings to the Planning Commission and council.
Council members praised recent events and encouraged residents to attend community-engagement activities such as bookmobile stops; Jurgens reiterated project dashboards and public materials will be available for infrastructure updates and forthcoming data-center outreach.
