MAS Commission: service-area expansion permitted under IGA Article 5.07; commission will await inquiries

Chair Brenda Carey-Mielke told commissioners Aug. 28 that Article 5.07 of the Intergovernmental Agreement allows the MAS service area to be expanded to other municipalities through a separate intergovernmental agreement. "Article 5.07 states the service area can be expanded to other municipalities without them joining in the Intergovernmental Agreement pursuant to a separate intergovernmental agreement," she said.
Chris Schultz, MAS Commissioner, explained two ways a municipality could receive coverage: by joining with a joiner fee or by establishing a contract that sets rates for service. Commissioners discussed the options but took no formal action, deciding to wait to see whether any municipalities approach MAS for coverage before pursuing terms.
No specific town expressed interest at the meeting and no new agreements were proposed. Any expansion would require follow-up negotiations and formal agreement by the parties involved.
