Muscoda board changes lifeguard reimbursement to post-certification with repayment waiver
Summary
The board revised lifeguard certification reimbursement: the village will pay a lifeguard’s certification fee after the employee passes the course provided the employee signs a waiver agreeing to reimburse the Village if they do not complete the summer employment term; the board also kept the $10 early-bird pool-pass discount.

The Muscoda Village Board on April 8 updated its lifeguard certification reimbursement policy and affirmed an early-bird pool-pass discount.
Administrator Cinda Johnson explained the existing policy reimbursed 50% after the first summer of employment and the remaining 50% after a second summer, but rising certification costs prompted discussion of alternatives. The board approved a policy to reimburse the certification fee once a candidate has passed the course, contingent on the employee signing a waiver that requires repayment to the Village if the employee fails to complete the summer employment period.
Trustees discussed other options that had been considered, including paying 50% up front or covering the full cost on completion with an employment commitment. The board also discussed partnering with nearby municipalities — Prairie du Chien or Kickapoo — for certification training but did not take a formal action on intermunicipal partnerships.
Separately, the board decided to continue offering a $10 discount on pool passes purchased before the pool opens for the season.
Why it matters: The policy change aims to make certification more accessible to prospective lifeguards while protecting the Village from paying for training if the employee leaves before completing the season. The waiver establishes a repayment obligation if the employee does not fulfill the employment term.
