On motions led by Anderson and Wiederholt, the board contracted with Quarles to serve as bond counsel for both the DNR Safe Drinking Water Loan and the DNR Clean Water Fund loan, each engagement at a stated charge of $12,300. The board also voted to retain Delta 3 Engineering to provide grant administration services and related fees for both borrowings.
Administrator Cinda Johnson explained the village is eligible to borrow up to $500,000 from WPPI Energy to fund Advanced Metering Infrastructure (AMI). The loan is interest‑free with a small processing charge. The board authorized borrowing up to $500,000 (motion Miller, second Seifert) and approved purchasing three iPads for $2,400 to support the AMI metering; the iPad cost will be included in the WPPI loan.
Board members said the combined actions position the village to move forward with planned water, sewer and meter upgrades; final loan documents and grant administration steps will follow standard DNR and bond‑counsel procedures.
