The Muscoda Village Board on March 11 approved a request from Fairfield Specialty Eggs to raise its wastewater discharge permit and advanced a developers agreement that would set a tax‑increment incentive cap.
Engineer Nies told the board FSE asked to change its permit from a 10,000‑gallon‑per‑day monthly average to a 15,000‑gallon monthly average and to allow individual daily peaks up to 20,000 gallons. Nies said the village wastewater plant is operating at about 60% capacity and that the increased limits ‘‘would not harm our capacity.’’ The board approved the permit change on a motion by Wiederholt, seconded by Anderson; the roll call vote was unanimous.
In a related matter, village staff, FSE representatives and engineers had negotiated a draft developers agreement outlining an incentive plan tied to TID #5. The document presented to the board caps potential incentives to FSE at $3.5 million based on valuations from Jan. 1, 2024. Motion by Anderson, seconded by E Johnson approved the developers agreement pending any significant changes by FSE before final execution.
Board members said the two actions — the permit increase and the developers agreement — are part of a coordinated effort to support the project while preserving utility capacity. The approvals do not finalize incentive payments; the developers agreement will be submitted to FSE for its review and acceptance before any payments or tax‑increment actions occur.
