South Hill approves easements for Franklin and Windsor stormwater work, and approves confidential settlement

The South Hill Town Council on April 14 approved a resolution authorizing the Town Manager to negotiate purchase of fee simple rights-of-way and associated easements from property owners so the Town may construct stormwater improvements on Franklin and Windsor Streets. The resolution, presented by Town Manager Keli Reekes and recommended by legal counsel, passed unanimously.
Council also approved routine consent items and departmental reports for March 2025, including the monthly financial report submitted by Finance Director Dahlis Morrow (General Fund $7,505,955.90; total investments $30,695,005.43; total in checking $7,577,469.30). Municipal services, parks, code compliance, business development and human resources reports were accepted as presented.
Separately, the council voted to approve a confidential settlement agreement. Councilor Jenifer Freeman-Hite and Councilor Carl L. Sasser, Jr. described their votes as difficult but in the taxpayers' interest; Vice Mayor Gavin Honeycutt expressed displeasure at being required to vote on the matter. The motion passed with Councilor Lillie Feggins-Boone voting No and the remaining six council members voting Aye.
The stormwater resolution authorizes the town manager to make bona fide offers representing fair market value and to execute deeds and easements; staff will proceed with negotiations with affected property owners.
