The South Hill Town Council met for a March 26 work session to review the proposed FY2025-26 budget and to consider funding requests from multiple local organizations. The council postponed action on the South Hill Community Development Association’s funding request until a special meeting on April 14, 2025, and recorded consensus on lighting at Parker Park’s basketball courts and a personnel request from the police department. No formal votes were held during the session.
The session, called to order by Mayor W.M. Moody at 3:18 p.m., included councilors Randy Crocker, Jenifer Freeman-Hite (who arrived late), Ashley Hardee, Gavin Honeycutt, Carl Sasser Jr., and Michael Smith (who left early). Town staff in attendance included Town Manager Keli Reekes, Town Clerk Leanne Patrick, Dahlis Morrow, director of finance and administration; Wayne Hudson, wastewater treatment plant superintendent; C.J. Dean, director of municipal services; and Brent Morris, director of business development. Minutes were taken by Town Clerk Leanne Patrick and later approved on April 14, 2025.
Councilors reviewed funding requests from a roster of community organizations and programs listed on the agenda: the Wastewater Treatment Plant; Mecklenburg-Brunswick Regional Airport; South Hill Community Development Association (CDA); Southside Rescue Squad; South Hill Chamber of Commerce; The Colonial Center; South Hill Volunteer Fire Department; South Hill Bread Box; Lake Country Area Agency on Aging; Mecklenburg County Business Education Partnership; South Hill Revitalization Committee; Southern VA Food Hub/South Hill Farmers Market; and Mecklenburg County Senior Citizens. The minutes state that, in general, granted funds are unrestricted so long as they are spent as the requesting organization intended; the record does not indicate formal disbursements during the work session.
Sandra Tanner, executive director of the South Hill Chamber of Commerce, answered council questions about expense breakdowns for Chamber events, grant-seeking and sponsorship efforts, additional outside funding opportunities, Visitor Center operations, and town representation on the Chamber’s board of directors. The record notes that The Colonial Center provided no financial information during the session.
Councilors revisited two departmental requests that had been raised in prior sessions and recorded a consensus to proceed with lighting improvements at Parker Park’s basketball courts and to pursue a police department personnel request; the minutes treat these as council consensus rather than formal votes.
