Juvenile Law Committee outlines dashboard, training and FCCIP site visits ahead of CANDO 2025

Hon. William V. Tucker, chair of the Juvenile Law Committee, told the Maryland Judicial Council that the committee is pursuing several initiatives to bolster juvenile-court operations and data quality.
Tucker said the committee is developing a juvenile justice dashboard in collaboration with Administrative Office Research and Analysis staff; the dashboard would provide anonymized statistical data for waivers, transfer cases and court delays, and Baltimore City staff are playing a key role in defining scope. Tucker said privacy safeguards and the possibility of a public version remain under discussion.
The Foster Care Court Improvement Program (FCCIP) will conduct jurisdictional site visits throughout 2025 and 2026 to collect performance data, identify promising practices and support federal compliance. Tucker reported permanency planning liaisons are now in place in seven of the state’s eight judicial circuits to help monitor statutory compliance and data quality.
The committee is also planning CANDO 2025, the 25th Child Abuse, Neglect and Delinquency Options training, scheduled for Oct. 27–29; sessions will include multidisciplinary content and at least one joint bench/stakeholder day. The committee intends to offer additional focused trainings (ICJ/ICPC, CINA/TPR) and to resume updating juvenile forms following major statutory and rule changes.
Tucker said the committee will coordinate with the Department of Juvenile Services and other partners on a mental-health gap analysis and will pursue an internal communication channel for judges handling juvenile matters to improve information sharing.
