City engineering staff updated the council on progress toward a South Water Treatment Plant and explained the need to complete chemistry testing before finalizing treatment choices (e.g., pretreatment vs. main treatment, ion exchange vs. GAC). The city retained Stantec in 2023 for fast‑track design, but staff reported several key Stantec project managers recently joined Bolton & Menk.
The city engineer said that while Stantec completed the test well and preliminary footprint work, the final design depends on outstanding water chemistry (PFAS, iron and manganese) results. He recommended moving the remaining preliminary design scope and negotiations with MPCA and co‑trustees to Bolton & Menk to preserve schedule continuity: "My recommendations are to not lose time…and just to move that work over to Bolton Mink to finish that preliminary design scope and get that buy in from the MPCA and co trustees," he said.
Council members asked about potential legal or contractual restrictions and whether Stantec remains under contract for any remaining tasks; staff said the well‑2 contract had effectively closed out and the next phases were not contracted. Staff said the project is grant‑funded and that remaining preliminary design funds are limited; future grant amendments would be used to fund final design.
