Building committee hears construction schedule and bid timeline for Concord School project

Project managers updated the building committee on schedule and procurement for the Concord school project, saying early bid packages were released April 1 and the 60% construction-document (CD) set went to the estimator and Harvey for pricing.
Keith (introduced during the meeting) said the early package attracted 49 invitations for trade partners and the 60% CD package went to about 230 invitees so the team can gather subcontractor pricing and reconcile estimates. "All of the subcontractors and vendors and trade partners' information is due to us the 30th," Keith said; the operations team and field superintendent (Kevin Colley) will be introduced to the committee in May or June.
On permitting, Chris reported the state returned comments last week and the project team plans to submit responses early next week. "We expect to submit a response to their comments early next week, and we're hoping we have a permit by the end of next week," Chris said, noting the AOT (Alteration of Terrain) permit is the driver for site activity. Staff said site preloading to improve ground conditions will likely be monitored for about 12 weeks.
The team aims to have 100% drawings by July 1 so the State Fire Marshal can review those documents; staff said the length of that review is unknown. The discussion also noted recent market conditions: the construction escalation index cited was roughly 42% higher than in March 2020, but several Manchester-area projects recently went to guaranteed maximum price and came in under budget.
Next steps: estimates are due and will be reconciled so the committee can review value-engineering options and ad alternates in mid-May; staff expect to report back at the June building committee meeting.
