Staff explained the draft is informed by RSA guidance and a recent Supreme Court case involving Pittsfield School District; "By adopting a policy, it allows us to control the inflow and outflow of students in our schools," a presenting staff member said, noting that without a policy neighboring districts could accept Concord students and the district could lose students.
The draft proposes a program-based approach rather than blanket class openings: building principals would identify target programs for limited open enrollment, seats would be capped per program or class (staff suggested examples such as a 24-seat limit for a science class), and a priority order would place Concord residents first, then siblings. Members discussed setting the outgoing student number at zero to avoid net loss but agreed the full board and instructional staff should finalize caps and program lists.
Staff said they would bring a spreadsheet of proposed caps and program recommendations and recommended involving building principals and instructional leaders so principals understand how to manage enrollments in practice. The committee agreed to study the draft over the summer and revisit it in July, with full-board discussion and potential action to follow later in the year.
