Epping Water & Sewer Commission approves $240 abatement, reviews Hoar Pond test-well and equipment upgrades

The Town of Epping Water & Sewer Commission on June 2 approved a $240 abatement for a Five Acres Street account and reviewed routine operations and infrastructure plans, including a planned test well at Hoar Pond and replacement of two 2-inch meters and backflow devices.
In the meeting at Epping Town Hall, Water Operator Anthony Shea said the system produced an average of 219,000 gallons per day in May and reported that New England Backflow will replace two 2-inch meters serving Pine & Pond and associated backflow devices. Shea also said Emery & Garrett completed geophysical work at the Gatchell property; based on that work the commission will drill a test well at Hoar Pond and bids for the Hoar Pond site upgrade were due Thursday, June 4. USC will perform a visual and pre-cell tank inspection on June 8 that does not require draining the tanks, Shea said. Underwood Engineers submitted comments on the Kimball Crossing water main extension.
Administrator Dennis Koch requested the abatement for 5 Acres Street in the amount of $240. Commissioner Mike Fecteau moved to approve the abatement, Commissioner Tom Dwyer seconded, and the motion carried 3-0.
Sewer Operator Bruce Baine reported progress on the infiltration-and-inflow (I&I) study, including field work to locate manholes missing from the sewer map, as well as cleanings at the Mill Street and 125 pump stations and work on the grit tank. Baine said annual crane inspections were performed and repairs are needed; a three-way valve at the 125 pump station was replaced. Baine also noted he received a Grade 2 water distribution license.
The commission took a procedural vote to approve the minutes of May 5, 2026. Commissioner Tom Dwyer moved to approve the minutes, Commissioner Mike Fecteau seconded; the motion carried (2 yes, 0 no) with Chairman Adam Munguia recorded as abstaining.
Commissioners discussed asset-management items and mapping. Fecteau said the Water Department is exercising gate valves; Dwyer asked whether the commission has a GIS system and suggested recording gate-valve locations. Town Administrator Jake Roger said Water & Sewer should have their own pages in the town GIS. Roger also noted the planned solar field in lagoon 2 will have extra space and suggested the commission consider a warrant article to purchase additional solar panels.
The meeting concluded with a motion by Commissioner Dwyer to adjourn, seconded by Commissioner Fecteau; the motion carried 3-0 and the meeting adjourned at 1:15 p.m.
