Staff presented a parameters resolution to authorize bond issuance for FY27 capital needs, explaining the use categories and the delegation approach for sale if market conditions meet the council’s limit.
Chad (staff) explained two elements of the issuance: essential corporate purpose bonds (public works items such as street, sidewalk, storm and bridge projects) not to exceed $16,750,000, and corporate purpose bonds for items such as RecPlex lighting at $400,000. He said the preliminary par amount described in the statement was $17,525,000, inclusive of maturity dates and other sale parameters. The resolution would allow the city manager, working with financial advisors, to complete a sale if market interest rates are below a 5% cap; if rates exceed 5% the matter would return to the council for direction.
Chad added that the bonds could cover a $5,000,000 allocation for the fire station this year with the remainder potentially issued in a subsequent year as needs are refined. He said staff would provide more detail in the official statement and noted that the city has a bond rating call scheduled as part of the financing process.
Council did not take formal action during the work session; staff said the resolution is intended to be a routine method to move projects forward pending final offering terms and market conditions.
