Presenters and board members noted that some districts have adopted initial 0‑in/0‑out policies and reserved the right to modify numbers later; several members favored a conservative initial policy with an explicit process or carve‑out to admit CRTC students on a case‑by‑case basis.
Board members raised special‑education concerns, asking how the legislature’s open‑enrollment changes would affect obligations for students on IEPs and how staffing and funding responsibilities would be assigned.
