Franklin County commissioners schedule public hearing on Butler Terrace; clarify ADU deed restriction policy

The Board of Franklin County Commissioners met on Jan. 14, 2026, at the Franklin County Annex Building Commission Chambers. Chair Sabrina Meador called the meeting to order at 8:30 a.m.
The board voted unanimously to approve the consent agenda, which included minutes from the Jan. 7 meeting and a solicitation of bids for tires. Commissioner Donald Stottlemire moved to approve the consent agenda and Commissioner Colton Waymire seconded; all members present voted yes (Chair Sabrina Meador; Commissioners Donald Stottlemire, Ianne Dickinson and Colton Waymire; Vice Chair Rod Harris was absent).
Pat Toth, Planning and Building Director, told the commission the department has received recent applications for accessory dwelling units (ADUs) and that the document before the commission is intended to be used as a deed restriction. Toth said the county’s approach requires the property owner to live on the property and that the second unit be built for family members to live on the same parcel. She described the item as a policy clarification and said no action by the board was required.
Jeff Welton, Public Works Director, requested that the board hold a public hearing to consider vacating 2,000 feet of Butler Terrace measured from a point 850 feet east of Utah Road. On a motion by Commissioner Colton Waymire, seconded by Commissioner Ianne Dickinson, the board voted unanimously to set the public hearing for Feb. 4, 2026.
The board also received staff reports from Derek Brown, county administrator; Peg Pearson, solid waste superintendent; and Christi Hilliker, EMS chief. The transcript does not specify the content of those reports.
Commissioner Colton Waymire moved and Commissioner Donald Stottlemire seconded to adjourn; the board adjourned at 8:58 a.m.
