Council approves engineering amendments, additional construction administration and first pay request for 25th Street and CSO tank work

The Speedway Town Council approved several project‑related contract actions during its July 13 meeting tied to wastewater work and road reconstruction.
Town Manager Grant Kleinhans explained the wastewater on‑call services agreement with Wessler Engineering needs an additional $20,000 (raising the task order to $40,000) to cover work on an agreed order and the combined sewer overflow (CSO) tank project. The amendment is time and materials and Kleinhans said unspent funds will not be billed. Council approved the increase 3‑0.
Council also approved a $15,000 increase to DCCM’s construction administration services for the CSO tank project, attributing the change to a delayed hiring of the inspector and additional preconstruction work. That motion likewise passed 3‑0.
Separately, the council approved pay request #1 to E & B Paving LLC for $67,193.06 for the 25th Street reconstruction project, phase 2, which the town expects to complete on schedule by late November or early December. Kleinhans said about $100,000 of additional base‑preparation work was discovered and budgeted; construction inspection is being handled by Keeser Consulting, which is coordinating business outreach and notifications.
All contract amendments and the pay request were approved unanimously. Councilors emphasized ongoing communication with affected businesses and maintaining access where possible during reconstruction.
