A conditional use permit application for a private canine education and training facility at 3849 Highway D was presented to the council on July 13 (bill 5,507). Planning & Zoning Division Director Robert Myers said the application differs from a kennel because the primary activity is instruction (owner and dog training) rather than boarding or breeding; the proposed facility would operate on 3 acres and house up to 22 dogs for training with indoor sound mitigation and an outdoor run.
Applicant Gwen McCreery (Northwinds Retrievers and STL K9 Consulting and Training) described sound-mitigation measures (insulated walls, acoustic panels, sealed doors), structured training rather than free-roaming daycare, and a plan for waste management and overnight stays only for dogs actively enrolled in training programs. "This facility is not intended to be a doggy daycare or large scale operation," she said, adding that overnight stays would be limited to enrolled dogs meeting health and behavior clearances.
Several neighbors raised similar concerns about noise and the degree to which dogs would be boarded on-site. John Vogel recalled a prior denial of a kennel application and said the current plan appears similar unless explicit prohibitions on simulated or live-fire activities and other training methods are added. The applicant replied that field/retriever work and any gun-simulation would take place off-site.
The public hearing closed without a final council action on the conditional use permit during the meeting.
