Board schedules Feb. 4 public hearing to vacate section of Butler Terrace after resident complaints

At the Jan. 14 Franklin County Board of County Commissioners meeting, county staff asked the board to set a public hearing on Feb. 4 to consider vacating 2,000 feet of Butler Terrace beginning 850 feet east of Utah Road. Staff said the move responds to resident complaints that followed a prior partial vacation several years earlier, which created a dead-end area where people have been driving, tearing up fences and dumping trash.
A staff member explained the proposed relocation would move the gate to the west so that, from the intersection of Utah and Butler Terrace, about 965 feet of roadway would remain open to provide access past a private house. The staff member told the board he had spoken with the affected residents, that one property has changed hands since the initial closing, and that the proposed change would not create additional landlocked parcels because at least one parcel has fence access and is used seasonally by an out-of-state owner.
A commissioner moved to set the public hearing and the board approved the motion. The board did not take the substantive vacating decision at this meeting; the Feb. 4 hearing will provide an opportunity for more complete public notice and comment prior to any final action.
The staff member said county notices will be prepared in advance of the hearing and that maps and documentation supporting the request are available for review.
