The St. Charles County Council unanimously passed an ordinance (bill 55-01) on July 13 that removes the program's annual renewal requirement for the senior real estate property tax relief program. County staff and the collector recommended the change as an administrative simplification now that the third year of the program has concluded.
Collector Michelle said the change would allow seniors who qualify to remain enrolled until they move from the address associated with the credit. "Once a senior qualifies for the program, they can stay enrolled in the program until they move from that property," she told the council, adding the county can verify eligibility through existing data sources rather than requiring thousands of annual renewals.
Erica Bridges, a candidate for collector of revenue, urged the council to adopt the measure during public comment, saying eliminating the renewal requirement "alleviates unnecessary burdens on our seniors and county staff." The council moved the bill up on the agenda and recorded a roll-call vote that approved the ordinance.
The ordinance amends Section 140.12 of the county code; the change is effective upon passage and does not affect the statutory rule that a credit applies to a person at a particular address and must be reapplied if the person moves.
