Selectmen ask for final bids, DES review before approving Transfer Station concrete pad

Transfer Station Manager Alex DeCoste asked the Gilmanton Board of Selectmen on May 4 to approve a 70-by-20-foot, 4,000-psi concrete pad in the transfer station’s lower yard to join three existing pads, provide the impermeable surface required for demolition waste and allow expanded scrap-metal sorting.
DeCoste told the board five estimates were received, ranging roughly from $16,500 to $22,000. He said expanded scrap sorting could increase revenue but that current receipts average about $100 a week and the town cannot at present project long-term gains.
DeCoste also reported ongoing hydraulic and electrical problems with the facility’s 25-year-old backhoe and recommended abandoning further repairs in favor of shifting operations toward skid steers and the proposed pad. Vice Chairman Brian Forst noted older machines can remain serviceable when properly maintained; Town Administrator Heather Carpenter said the backhoe had required substantial maintenance since it was received and that Highway Department Road Agent Isaac Morse could be consulted for disposition decisions because the backhoe belongs to the Highway Department.
The Board requested a final purchase order and further confirmation from the New Hampshire Department of Environmental Services about impervious-surface definitions for work near a deeply buried leach field before approving the pad.
No vote to award work or accept a bid occurred at the meeting; the transfer-station manager will return with a final purchase order and DES guidance for the board to act on at a future meeting.
