Commission tables Castle Ridge opioid‑settlement funding request until settlement payments arrive

Representatives from Castle Ridge Behavioral Health asked the Emery County Commission on July 7 to consider allocating opioid-settlement dollars to expand local addiction and recovery services, including warm-handoff and recovery coaching, jail-based telehealth and prevention programming.
Peyton Butler, program manager, and Bobby Jackson, occupational therapist and case manager for Castle Ridge, outlined three priority areas: expanding warm-handoff and recovery services, initiating treatment programs for incarcerated populations, and funding prevention and outreach including panels and school programs. They said Castle Ridge already conducts some pickup and transport from the jail at its own expense and that telehealth could expand access for residents who cannot travel to services.
Commissioners and staff welcomed the proposal and noted it aligns with state guidance for opioid-settlement spending, but county staff said the county does not currently have the $75,000 (or the amount requested) on hand and that settlement receipts are arriving over time. Commissioners moved to table the request until sufficient opioid-settlement funds are available and to revisit the funding request when payments have been received.
What’s next: Castle Ridge was invited to return with clarified budgets and timing after the county receives additional opioid-settlement payments.
