Patsy Beffa‑Negrini told the Nelson Select Board on Aug. 6 that Cheshire Community Power has surplus funds that have been voted to be returned to participating towns and that the surplus was recommended for immediate deposit into the town’s Capital Reserve Fund for clean energy projects.
Administrative assistant Edie Drinkwater told the board that state law and town procedure require deposits into a Capital Reserve Fund to be authorized by a warrant article and decided by a vote of the town; the board asked for further details about the size of the surplus and any limits placed on how the returned funds could be used.
The board did not vote to accept or deposit funds during the meeting and instead requested follow-up information to determine whether a warrant article should be drafted for a future town meeting.
