Summary
The Emery County Commission voted to approach the Inland Port Authority about requesting up to $200,000 in project revenue to reimburse Special Service District No. 1 for a Cottonwood Canyon Road widening to add a third lane for truck passing; commissioners emphasized that funds have not yet been received and the request would be contingent on Inland Port approval.

The Emery County Commission on July 7 authorized staff to approach the Inland Port Authority regarding a request for up to $200,000 to reimburse Special Service District No. 1 for the proposed widening of Cottonwood Canyon Road near the Fossil Rock Mine.
County staff described the project as adding a third lane to allow passenger vehicles to bypass queued trucks, noting the total project cost is roughly $295,000 and the district expects to work with the mine on cost-sharing. Finance staff (Josie) said Inland Port receipts for the tax year are not distributed until late in the year and that the county has not yet received the funds; preliminary calculations presented in the meeting suggested the Inland Port’s 75% share of the project envelope could be about $444,000 before administrative deductions, but staff said they will confirm final numbers with Inland Port finance on August 3.
Commission discussion focused on timing, risk and mechanics: commissioners emphasized that the district would front the construction costs and the county’s committee action would be a request for reimbursement from Inland Port revenues when they are available. The board voted to authorize outreach to the Inland Port (a motion to approach the authority and inquire about feasibility was moved, seconded and carried), not to commit current county cash.
What’s next: county staff will meet Inland Port finance on August 3 to confirm the revenue estimates and return to the commission with clarified figures and a list of prioritized projects if the Inland Port indicates approval.
