Ferrelview trustees approve emergency repair charges to Ferrelwood MHP, OK staff travel reimbursement and extend temporary mobile-home permit

The Village of Ferrelview Board of Trustees on Feb. 10 approved multiple routine motions and took several actions related to water-system incidents and local code enforcement.

Chairman Elizabeth Damm opened the regular session at 5:32 p.m. with trustees Elizabeth Damm, Mathew Damm and Grant Lewton present; Water Commissioner Shondreka Burney arrived shortly after the meeting began. City Administrator April Baxter and Chief Water Operator Kevin Turley attended as staff.

The board unanimously approved the meeting agenda and accepted minutes from the Dec. 9, 2025 and Jan. 13, 2026 regular sessions.

Water-system incidents and enforcement

City Administrator April Baxter and Chief Water Operator Kevin Turley reviewed two recent water-related incidents. Turley reported that repairs are complete to a service-line leak at 210 Keith Drive in Brightwell Estates and said he would confirm whether backfill had been placed after the meeting. Baxter described an incident at 207 5th Street Lot 108 in which an unknown contractor appears to have entered the village-owned meter pit and turned off water between Jan. 10 and Jan. 30, 2026; Turley said there was no water flow from the city side and that the meter bottom was broken. Menke Excavating replaced the setter valve on Jan. 31, 2026.

After discussion, the board voted 4-0 to pass all charges associated with the emergency setter-valve replacement at 207 5th Street Lot 108 to Ferrelwood MHP.

Baxter also reported that Betsy with Ferrelwood MHP contacted the village on Feb. 3 about the sound of running water; the city called two emergency jetting contractors (Ace Pipe Cleaning and Reddi Services). Ace arrived on site around 1:00 p.m.; Turley arrived by 1:45 p.m. and used a four-hour minimum crew charge to jet additional upstream and downstream areas.

Ordinance violations and meter security

Baxter presented ordinance-violation notices issued to Ferrelwood MHP for use of unlicensed contractors and for unauthorized contractors entering village-owned meter pits. Trustees requested that meters be locked out when water services are turned off and that the mobile home park notify the village in advance when water will be shut off or turned on.

Temporary permit, addressing and staff training

The board granted a 30-day extension of a temporary mobile-home permit for a construction trailer at 219 Chester (Round 11 LLC) to Feb. 28, 2026, after the owner requested more time following a reported house fire. Trustees discussed but did not decide a final addressing scheme for 100 3rd Street; Trustee Grant Lewton recommended readdressing the property to 306 NW Heady Ave and Baxter will contact USPS and MARC to confirm process and next steps.

Baxter presented information on the Missouri Rural Water Association (MRWA) annual conference March 2–5, 2026 and said vouchers from the Missouri Department of Natural Resources (MODNR) will cover the conference fee but not lodging or travel. Baxter asked for a $300 lodging reimbursement; the board approved the reimbursement by roll-call vote, 4-0.

Finance and adjournment

Treasurer April Baxter submitted the monthly billing summaries for January 2026. The board voted unanimously to pay the bills. Grant Lewton moved to adjourn at 6:52 p.m.; the motion carried 4-0.

What happens next

City staff will follow up on meter locks and address-change coordination with USPS and MARC; staff will also confirm site prep and any outstanding invoices related to the 207 5th Street emergency repair. The board did not schedule further action on training requirements for the water commissioner beyond recommending available MRWA and Lauber Municipal Law trainings.
