The Northwest Arctic Borough Assembly on Dec. 18 unanimously approved Ordinance 24-13, authorizing a grant-funded professional services agreement with DeerStone Consulting LLC to provide support services for the Selawik Solar PV and battery energy storage system (BESS).
Director Clara Johnson summarized the ordinance and recommended the assembly "do pass." Vice President Elmer Armstrong raised concerns about the contractor’s hourly rates during the discussion. Member Lincoln Carr moved to enact the ordinance; Member Craig McConnell seconded the motion. The measure passed by unanimous roll call.
Supporters said the contract would provide technical and project support needed to implement the Selawik solar and BESS work funded by an identified grant. The assembly did not amend the agreement during the meeting; members asked staff to monitor costs and contract terms going forward.
The vote came amid broader conversation about project logistics and forthcoming retreat topics. President Nathan Hadley Jr. and other members noted upcoming meeting and retreat dates for follow-up budget discussions. Mayor Dickie Moto later reported staffing additions for water, sewer and boiler positions and ongoing community response work in several villages.
The assembly adjourned at 2:09 P.M.; members indicated the contract will proceed under the terms approved by the ordinance.
