Staff briefed commissioners on the community campus — a multi‑use project the council budgeted at $100 million covering a new city hall, library and senior center — and recreation staff asked the commission to seek dedicated programming and storage space in the new design. Recreation staff said current program space is constrained (the existing Hubbard Activity Center room is about 650 square feet) and proposed a minimum of about 3,000 square feet for programming plus additional storage so existing services are not displaced.
Commissioners discussed shared versus dedicated space, scheduling and the merits of submitting data to bolster the request. Staff said an executive team is drafting the RFP and programming documents; commissioners asked that PRFC feed data on current square footage, program demand, wait lists and revenue to the executive team. One commissioner noted the design has not yet been finalized and urged the commission to submit formal recommendations now to influence the RFP.
The commission approved a general motion asking Common Council to "include recreation services in the architectural programming and space planning process as the community campus project moves forward," and agreed to return with a more detailed recommendation (square‑footage and storage proposals) at a future meeting. Staff said the commission’s endorsement would be conveyed to the executive team and Common Council prior to the council’s expected action on the project.
Next steps: Staff will circulate a four‑page memo with program data and proposed square‑footage needs to commissioners and will forward PRFC input to the executive team and Common Council.
