Michiana council approves HONK parking pilot, $5,800 lot repairs and interlocal water contract

The Village of Michiana Council on April 11 voted to launch a commercial parking pilot using HONK Parking Operations for non-residents, authorized $5,800 in parking- and court-repair work and approved an interlocal water contract with the Village of Grand.
HONK representative John Cherewko gave a demonstration after Council President Tim McCarthy moved the presentation up on the agenda. Cherewko described a QR-code system that requires no app, accepts Apple Pay, Google Pay and PayPal, and allows the village to customize pricing and operating hours. Police Chief Ryan Layman told the Council he found the system "user friendly" and said it would help with parking around the village hall and park. Council members discussed fees and agreed on a $10-per-hour rate for non-residents; Tim McCarthy moved to implement the pilot and Brian Cassidy seconded. The motion passed unanimously.
The Council also approved a $5,800 quote to clean, apply hot rubberized crack-sealant and restripe the village parking lot and the basketball court after Street Superintendent Rick Reitz presented the recommendation. The motion to approve the expenditure was made by Mike Botelho, seconded by Tim McCarthy and approved by all present.
On interlocal services, Tim McCarthy moved to approve the water contract with the Village of Grand; Mike Botelho seconded and the Council approved the contract. The clerk was asked to forward the agreement to Grand Beach for their council’s consideration.
Votes at a glance: the Council unanimously approved the minutes from March 14, the treasurer's report, the $126,625.33 check register, the HONK pilot for non-residents at $10/hour, the $5,800 public-works repair, and the interlocal water contract. Motions were recorded as approved by all members present.
The Council’s routine financial and administrative items included acceptance of the treasurer’s report (Pokagon Fund balance: $49,238) and approval of the check register. Clerk Anne Heywood also listed upcoming events and reminded residents that July and August meetings will begin at 2 p.m. during day-camp months.
