The City of Mission council on June 23 approved a package of land‑use items recommended by planning staff, including a down‑zoning, several conditional use permits and a cell‑tower permit.
Planning staff described a rezoning (ordinance 58‑28) to change a vacant lot at the southeast corner of 15th Street and Dunlap from General Business to Duplex/Fourplex to allow construction of duplexes or triplexes; the council approved the rezoning unanimously.
Council also approved multiple conditional use permits and related ordinances: a two‑year, nonrenewable permit for a portable bridal sales unit (ord. 58‑29); a permit for a pool house at 1103 Travis Street (ord. 58‑30); a guest house to be built with a primary dwelling at 2803 Grand Canal Drive (ord. 58‑31); and a two‑year permit for a nursery business east of Stewart Road (ord. 58‑32). All motions carried unanimously.
One item that drew public input was a conditional use permit for a 40‑foot cell tower located in the Wagon City South subdivision HOA common area. Planning staff said the ordinance was amended recently to allow residential‑area towers by conditional use permit and that staff recommended approval for life of the use because of the substantial investment. An HOA representative who identified themself as the park president said the community voted in favor. The planner noted receipt of one email from a seasonal resident asking to delay action until the fall; the council approved the permit (ord. 58‑33) unanimously.
Planning staff also presented a conditional use permit and associated zoning documents to allow on‑premises alcohol service for a small golf lounge at 1522 Expressway 83 (ords. 58‑34 and 58‑35), and renewed a mobile‑unit permit for Tony’s Hot Tops and Moore (ord. 58‑36); council approved both items unanimously.
Why this matters: The approvals enable housing infill options and several small commercial operations, and the cell‑tower decision affects neighborhood wireless infrastructure and HOA property use. Council members noted life‑of‑use recommendations were intended to reflect substantial investment by applicants.
