Council approves $357,000 contract and $47,940 engineering for clarifier gates at wastewater plant

The Committee of the Whole approved two items July 13 to address long-standing operational problems at the city’s wastewater treatment plant: (1) awarding a construction contract to Leander Construction Inc. for $357,000 to replace final clarifier gates and (2) approving a construction-engineering contract to Baxter & Woodman not to exceed $47,940.
Director Keck said the FY27 budget included $550,000 for the project and the city had a $150,000 DCEO grant to offset part of the work, leaving the proposed contract amount. Keck described the replacements as three sluice gates (one in the aeration tank flange junction box and two in the final tank and effluent structure) that will improve flow diversion, isolation for maintenance and volumetric control. "So that's hopefully, once this is done, we'll have better control and be able to maintenance better," Keck said.
Funding and timing: Keck said the construction would be paid from the DCEO grant and the sewer depreciation fund and that construction should run through the summer, with careful flow-control and dewatering work required during replacement.
Council approved both the construction contract and the engineering agreement in committee voice votes.
