Board approves routine claims, a gas-company boring and operator-license appeal; committees report on parks, safety and public works

At its July 7 meeting, the Village of North Hudson Board of Trustees approved several routine items and heard committee updates.
Northern Natural Gas: The board approved a temporary boring agreement allowing Northern Natural Gas access to a limited location at Ferry Landing to perform soil borings. Gina said staff and Paul reviewed and updated the agreement and found a site that would be minimally disruptive; "the size of the boring hole would be about 6 inches," Gina said, and trustees approved the request unanimously.
Operator's license appeal: The board considered an applicant with two OWI offenses and, after hearing trustees describe observed positive changes, approved the applicant's operator's license. Trustee Kirk said, "When we have an OWI, it's a red flag... when we have a second OWI, it's a bigger red flag... but we are seeing the change." Staff and counsel noted that licenses can be revoked if a pattern of violations recurs.
Administrative resolution and claims: The board approved resolution 2026-05 to permit limited use of electronic signatures for routine administrative documents; staff said Adobe and other traceability tools will be used. Trustees also approved July nonrecurring claims totaling $109,370.01. Gina summarized larger items: a $6,900 audit installment to CliftonLarsonAllen, an $84,000 payment to the City of Hudson for the fire department installment, and a $6,000 payment to Crescent Landscape for playground installation.
Committee reports: Public safety reported on a local rooster-noise concern and equipment and emergency plan work; the park board reported vandalism in parks, about 100 pickleball reservations in the prior month and a ribbon cutting for Chief Jansen Park scheduled for next week; public works said it will not meet in July and will reconvene in August.
Next steps: Staff will implement the approved agreements, monitor the operator license per enforcement policy, and return updates as needed.
