Mancos trustees approve liquor-license changes, renewals and appoint municipal court judge

The Mancos Board of Trustees approved several licensing actions and a judicial appointment at its meeting.
Trustees opened a public hearing on El Rio Cantina’s premises liquor-license modification. A public supporter (Speaker 7) spoke in favor of the owner Jonah and the proposed seating expansion, saying she had known Jonah for years and describing him as "hardworking, honest, attentive" and responsible. After the public hearing the board moved to approve the premises modification and authorized the deputy clerk to submit the modification application to the Colorado Department of Revenue; the motion was seconded and recorded aye by the clerk.
The board also considered a liquor-license application for Outlier Sellers LLC dba Fence Line (owners present) and heard a brief statement from a co-owner who said the change would "allow us to sell more products… and hopefully reach tax revenue for all people." Trustees moved and approved that application and authorized the deputy clerk to submit the required paperwork.
Separately, trustees approved the annual renewal of the Kilgore American Indian Art Gallery liquor permit after staff reported no issues from the marshal’s office and confirmed set dates for events.
On a separate agenda item, the board considered Resolution 7, Series 2026, to appoint a municipal court judge following the promotion of the prior judge. During discussion a speaker referenced "Mr. Wagner" as the substitute judge; the board moved and approved the resolution.
All licensing actions and the judge appointment were approved by recorded votes. Staff were authorized to file the necessary documentation with the Department of Revenue and to complete appointment paperwork for the municipal judge.
Next steps: deputy clerk will submit the liquor-license paperwork to the Department of Revenue for approved items; staff will follow administrative steps to implement the municipal court appointment.
