Board awards paving contract and authorizes CIPP and signal‑maintenance bids

The West Whiteland Township Board of Supervisors on June 24 awarded its 2026 paving program to Long's Asphalt, Inc., and authorized multiple public-works contracting steps to maintain township infrastructure.
Public Works Operations Manager Ed Culp told the board four bids were received for the annual milling and repaving project, which includes six roads and ADA ramp rebuilding at Fairway and Bristol. The lowest responsible bidder was Long's Asphalt, Inc., at $335,816.00; the award is contingent upon PennDOT approval and receipt of a project number. "Four bids were received, of which Long's Asphalt, Inc. was the lowest," Culp said. The motion to award was made by Libby Madarasz and seconded by Rajesh Kumbhardare and approved unanimously.
Culp also described planned Cured-in-Place Pipe (CIPP) repairs totaling approximately 4,800 linear feet of sanitary sewer pipe; the Board authorized staff to advertise the CIPP project on PennBid. In addition, the Board authorized advertisement of a traffic signal maintenance contract that covers preventive maintenance and emergency response for township-owned signals; the contract term is one year with up to four optional one-year renewals.
The authorizations for advertisement and the paving award were unanimous, and staff noted approvals are contingent on standard requirements such as PennDOT project numbers and contractor responsibility checks.
